The term "magisterium," as presently used, dates from the 19th century. The responsibility for the Church's official doctrine lay previously with various agencies -- and Dulles sketches the development of authority from the New Testament to Vatican II. He focuses on three problems: the significance of Peter and the twelve; the operation of teaching authority in the local church; and provisions for the preservation of doctrine after the apostolic age.
